In my quest to effectively lead the People of Kitutu Chache constituency, I will embark on several issues that I have advocated and campaigned for several years since I started my pursuit for leadership. Many of these will see the light of day, enactments and yet others will see modifications or shift in focus. All in all, I strive to bring to Kitutu Chache the best governance to my best of abilities. I urge and plead for patience and understanding during the long toil ahead in this road-map. Listed below in random order are issues and challenges that I will tackle among others as Member of Parliament in the 10th session.
1. High standards of democracy in the day to day running of the constituency. I will seek to accept and work with a team of strategically selected individuals by local respective leaders (chiefs, councilors, elders et cetera) from a conclusive and mandated process to run the Constituency Development Funds (CDF).
2. I will work to restore peace and harmony to all neighbors, clans and communities that were divided due to the election euphoria and post election violence and unrest in Kitutu Chache with our neighboring tribal communities. I pledge to work with my political rivals and worthy contestants of the just concluded election through consultations and delegation of duties in order tap the best resources and think tank in our community.
3. I plan to restore the stature and develop our schools and other institutions that have over the years declined in educational and management standards - more especially those under the guardianship of the Catholic Diocese of Kisii. This ( among other structural adjustments) will enhance and open doors to more and better literacy levels in the constituency
4. I anticipate finishing many projects that were in progress or in startup stages by the previous regime if they prove to be worthy.
5. I will seek a fully fledged audit of the CDF funds kitty for the past decade and consequently expect full responsibility and accountability of the committees and individuals that were in charge.
6. I am looking forward to have dialogue and seek expertise in which ways we can improve our health care, infrastructure, poverty, unemployment, illiteracy, crime and social disturbances. The recommendations from these discussions will be top priority.
7. I plan to jump start self help groups for women and the youth with technical skills for trade that have lacked meaningful employment in order to reduce the dependency of outside employment or the scarce economic resources. This is to shade off the big city and white-collar job syndrome by creating opportunity in the comfort and convenience of the rural home and environs.
8. I will look to continue bridging the gap of digital divide with the constituents that are not residing in the constituency or inland in order for them to be involved in the day to day running of the constituencies. This has been accomplished by the establishment and constant update of the constituency website (www.kitutuchache.com) on all aspects that pertain to the constituency.
9. I will challenging the constituents in the Diaspora to more involved with their home by establishing a convenient means of financial solicitation and mechanism of distributing these foreign funds for projects and causes. I will foster mutual student exchange programs with local and foreign institutions (especially with children of Kenyan citizens abroad). I will support a parliamentary motion to institute dual citizenship for all nationals that have obtain other citizenship status abroad in order to create more opportunities for disbursement of economic advantage to our local communities.
10. I will work to enhance greater marketing of our local resources and goods (tea, coffee, naturally occurring resources, farm produce, et cetera) at competitive prices.
I am also committed to change the mentality of the constituents in the means and ways of choosing good leadership in their communities. I strive to be a pacesetter and spokesperson for the people that endowed this leadership mandate on me. I will make it a campaign tool to educate the people of Kitutu Chache to judge the character of their leaders on merit and not by the few shillings often used during the election period to coerce or bribe voters. I hope that at the end of my five year term, I will have set good if not outstanding precedent and that I can seek your vote again based of my track record alone.
I look forward to working with and for the people of Kitutu Chache and plead for your cooperation, advice, feedback and criticism where applicable. Thank you as we look to an exciting five year run at what is going to transform many of our people and communities.
Hon. Richard Momoima Onyonka (MP).
